In recent days, sensational headlines like “Spain is giving away money for houses!” have once again been circulating on the Polish internet. Anyone who has lived in Spain for more than a quarter of an hour usually just shrugs at such headlines with a smile, recalling visits to government offices and encounters with the Hacienda.

This time, however, behind the media hype lies a real, concrete regional program that people can actually take advantage of—provided they know the rules of the game. We’re talking about the Revive Plan in the province of La Rioja. The regional government has put subsidies of up to 40,000 euros on the table for the purchase, construction, or renovation of a home.

For whom is this a real chance to own a home, and who will be left empty-handed? We break down the Spanish regulations into their basic components.

What exactly is the Revive Plan?

For years, Spain has been grappling with the phenomenon of “España vaciada”—the depopulation of picturesque rural areas in favor of metropolitan areas and the coastal belt. La Rioja, known mainly for its excellent wine, mountains, and historic towns, has decided to attract young residents with concrete financial incentives.

The program is not a handout for tourists or investors looking for a bargain on Airbnb. It is a non-refundable subsidy for an investment in a property that will become your primary and permanent residence (vivienda habitual y permanente).

The call for proposals runs through June 1, 2027 (or until funds are exhausted), and grants will be awarded on a first-come, first-served basis.

How Much Can You Get? Support Scale

The amount of funding depends on the size of the municipality. The rule is simple: the smaller and quieter the town, the larger the cash injection from the regional government:

  • Towns with up to 500 residents: a grant of up to 40,000 euros (up to 40% of eligible investment costs).
  • Towns with a population of 501 to 2,000: a subsidy of up to 30,000 euros (up to 30% of the costs).
  • Towns with a population of 2,001 to 5,000: a subsidy of up to 20,000 euros (up to 20% of the costs).

The money can be used for:

  • Purchasing a ready-to-move-in house or apartment.
  • A thorough renovation of the existing property.
  • Building a new house from the ground up.

Requirements: What You Need to Know Before Visiting a Notary Public

Good public programs in Spain always have a solid legal framework. For a proposal to be approved without any obstacles, several key criteria must be met:

  • Age (18–45 years): The grant is intended to rejuvenate the region; therefore, applicants must not be 46 years of age or older at the time of submission.
  • Registration for a minimum of 5 years: After purchasing the property or completing construction work, you have 3 months to register your residence (empadronamiento). You must live there continuously for at least 5 years. If you move out earlier or rent the house to tourists, you’ll have to repay the funds with interest.
  • Real estate price limit: The purchase price or cost estimate for the work may not exceed 220,000 euros net (excluding taxes such as ITP or IVA).
  • Income criterion: Total household income may not exceed 6 times the IPREM index (in practice, this is a cap of approximately 43,200 euros per year for a single person, and higher for families).
  • No other residence in Spain: As a general rule, the applicant may not own any other residential property in the country.

Why does the Polish community in Spain have the best chances?

For someone living in Poland, Spanish bureaucracy can sometimes seem like an insurmountable barrier. For Poles already living on the Iberian Peninsula, however, the situation is completely different:

  • Fully digital process: Applications are submitted through the regional government’s online portal (Sede Electrónica del Gobierno de La Rioja). This requires an active digital certificate (Certificado Digital) or the Cl@ve system—tools that many of us use on a daily basis.
  • Spanish tax residency: Having an NIE number, a Spanish bank account, and tax returns (Declaración de la Renta) greatly simplifies the verification of income and financial status.
  • The money is deposited into your account after the fact: This is a key detail that clickbait websites fail to mention. The program operates on a reimbursement basis—you must first sign the notarized deed of purchase (escritura) or pay the renovation invoices, and only after your application is approved is the grant disbursed.

Is it worth trading the coast or the capital for La Rioja?

If you’re paying 1,200–1,500 euros a month for a cramped apartment in Madrid, Barcelona, or Valencia, the prospect of a spacious house with a garden for the price of a studio apartment sounds tempting.

La Rioja is not a Mediterranean resort—winters in the Ebro River valley can be chilly, and in the small villages, you need a car to get around. On the other hand, the region offers excellent cuisine, tranquility, some of the most beautiful landscapes in the country, and is just an hour’s drive from the bustling cities of Logroño, Pamplona, and Bilbao.

For remote workers, artisans, small business owners, and young families looking for stability and a place to call home without taking on a lifetime of debt, the Revive Plan is one of the most attractive housing opportunities in Spain in years.
